YMAC #ithƆrence to Bishop's letter of the 14th March, concerning Mr. Cecil E. Duableton, I now enclose an application for a grant under the Extended Chattels Scheme from ar. Dumbleton, together with copies of relevant rorrespondence concerning his case.
All indications point to Mr. Dumbleton not being a United Kingdom British subject, and to hia never having resided in this country at any time. while it is possible that his father was born in the United Kingdom, it will be seen that his mother was born in Penang and he himself is not permanently resident in the United Kingdom but has made his home in Bire. In the circumstances it seems to me that he cannot be considered eligible for a grant. fere the Board able to consider him eligible it seems that he could not qualify for a grant of more than £75.0.0.
You will see from this Department's letter to Mr. Dumbleton, acknowledging receipt of his application, that we have informed him that he would not appear to be eligible for consideration but since a final decision rests with the Board his application is being sent on.
